Steps in Program:

• Formal adoption of an issue for study at the members' suggestion.
• Member study.
• Forming a position.
• Legislative action.
• Annual review of position.

2010-2011 LOCAL STUDY: "A study of the implications of implementing

an RTA (Regional Transit Authority), looking specifically at issues of

governance, funding, and service. This shall be a two year study."

This current study is relevant to our position

a Topic to Position Statement:

• Lively Issues (or, program planning) Meeting              January
  • discussion of topics and selection of study
  • outlining of focus and scope of study
• Annual Meeting                                                     April or May
  • recommended study is approved by vote
• Board selects Chair for Study                                   June
  • Board and Chair recruit study committee members
  • Chair completes and publishes study timeline
  • Board and Chair set consensus meeting date
• Study 1-year or 2-year interval
• Consensus Meeting                                                 Month prior to Annual Meeting
  • presentation of study findings by Chair
  • Consensus questions presented
  • Consensus is reached
• Study Committee wrap up meeting                           Month prior to Annual Meeting
  • committee formulates the position sttement
• Board Meeting                                                        Month prior to Annual Meeting
  • vote on new position statement
  • if approved, adopted as new postion
